Rawalpindi Court Sentences Farukh Khokhar to 25 Years in PTI Worker Murder Case

A district court in Rawalpindi has sentenced Farukh Khokhar and two co-accused to 25 years’ imprisonment each in connection with the murder of Maqsood Satti, a Pakistan Tehreek-e-Insaf (PTI) worker and businessman. The verdict was announced by the Additional District and Sessions Judge, who also imposed a fine of PKR 1 million on each of the three convicts. A fourth accused was acquitted after the court extended the benefit of the doubt.

Background of the Case

The case relates to the murder of Maqsood Satti, a prominent businessman who owned a commercial plaza on Sixth Road in Rawalpindi. Satti was known for speaking out against alleged land grabbing and had publicly raised allegations against Farukh Khokhar on several occasions.

The incident occurred on 23 August 2022, following which a criminal case was registered under:

  • Section 302 of the Pakistan Penal Code (PPC)  Murder
  • Section 109 PPC Abetment of the offence

While the shooters were prosecuted for the murder itself, Farukh Khokhar was convicted for abetment, with the court holding that the prosecution had successfully established his role in facilitating the offence.

Evidence Relied Upon by the Court

According to the prosecution, the conviction was based on a combination of circumstantial and digital evidence, including:

  • Call Detail Records (CDRs) establishing communication between the accused and other individuals involved in the crime.
  • Mobile phone location and digital footprint analysis.
  • The movements and links between the shooters and the alleged facilitator.
  • Findings of the Homicide Investigation Unit (HIU), whose investigative report supported the prosecution’s case.
  • Other circumstantial evidence presented before the trial court.

The court concluded that the prosecution had proved its case beyond reasonable doubt against the convicted persons, resulting in their conviction and sentencing.

Security Arrangements During the Verdict

Due to the high-profile nature of the case, strict security arrangements were put in place around the Rawalpindi court premises. After the verdict, Farukh Khokhar was taken into custody and transferred under heavy police security to Adiala Jail to begin serving his sentence.

Lessons from the Judgment

This case highlights two important aspects of modern criminal investigations:

  1. Strong prosecution supported by credible evidence can secure convictions regardless of the accused’s social or political influence.
  2. Digital evidence has become a crucial component in homicide investigations. Call Detail Records, mobile phone data, and electronic footprints often help investigators establish links between suspects, facilitators, and the commission of serious offences.

As digital forensic techniques continue to evolve, courts increasingly rely on electronic evidence alongside traditional witness testimony and circumstantial evidence to determine criminal liability.

Note: The convicted persons retain the legal right to challenge the trial court’s judgment before the appellate courts in accordance with Pakistani law.
